HUMBOLDT COUNTY: 1991 - 2002. Hired as Humboldt County's first Recycling Coordinator, Citrino prepared the Source Reduction and Recycling Element for the unincorporated area, and wrote the Countywide Integrated Waste Management Plan for Humboldt County. Her current responsibilities include overseeing implementation of the programs included in the element, as well as management of the County's rural container site system and waste collection franchises, negotiation and management of contracts, rate analysis and adjustment, and budget preparation and administration. Citrino served as the project manager for the County's successful Recycling Market Development Zone application, and served as the staff liaison for this program. Her duties included the preparation and management of state grants used to supplement available local funding for waste reduction programs. Citrino was appointed by the Board of Supervisors to serve as a representative to the budget task force created to provide oversight and recommendations to the Board in the County's annual budgeting process. She served as a member of the Humboldt County Public Education and Outreach Project (Gainer & Associates; May 1989 - April 1990), funded by the Department of Conservation, which worked to produce usable models for public education throughout the county, and as a member of Humboldt County's Solid Waste Advisory Committee, with involvement in preparation of the County Solid Waste Plan. Previously, she worked to analyze and clarify Humboldt County's solid waste data base as part of an investigation of distribution and costs for rural container sites (1986-1987). |
HUMBOLDT COUNTY RECYCLING AND WASTE REDUCTION INITIATIVE: 1988. The author of Humboldt County's Recycling and Waste Reduction Initiative, passed in 1988, she helped to organize a grass roots campaign which resulted in overwhelming voter support for increased recycling opportunities, raising public awareness and setting the stage for implementation of AB939 at the county level. She then served on the committee working to implement this initiative during 1989. | |
SOUTHERN HUMBOLDT RECYCLING CENTER: 1987-1990. Citrino provided recycling education and outreach services for a community of approximately 12,000 residents, a service area of 500 square miles. This included writing and implementing a district-wide pilot elementary recycling curriculum; implementing an office paper recycling project; performing an extensive recycling needs assessment for the Southern Humboldt commercial community which led to the establishment of weekly curbside commercial collection; working with community organizations to make recycling drop-off services available at local shopping centers; and preparing a grant proposal accepted by the Department of Conservation to extend drop-off services to outlying areas of the community. | |
RESPONSIBILITIES: Citrino served as chair of the Local Government Technical Advisory Committee to the California Integrated Waste Management Board (CIWMB), which was created by the Legislature after the passage of AB939 to provide input to the Waste Board on behalf of local governments. In addition, Citrino served for five years as a representative to the California Resource Recovery Association (CRRA) Board of Directors, a statewide 600-member recycling organization, and served for two years as the President of the Association. | |
ACCOMPLISHMENTS: Completion and adoption of Humboldt County's Source Reduction and Recycling Element and Countywide Integrated Waste Management Plan; Achieved State designation as a Recycling Market Development Zone and recent approval to expand the Zone to include Del Norte as well as Humboldt County; Wrote and administered numerous grants from the California Integrated Waste Management Board and USEPA; Implemented a permanent Household Hazardous Waste Facility for the County; Organized and implemented Recycling Week activities and countywide media campaign, including: - Annual waste reduction awards and banquet - Countywide recycled art & sculpture shows - Guide to Recycling in Humboldt County, and numerous other waste reduction publications - Countywide Recycling survey - Workshop on cooperative marketing for recycled materials - Production of a show for public television entitled "Understanding WastePrevention" Managed the 2001 America Recycles Day campaign for the state of California; Worked with local businesses and citizens to achieve a 75% diversion rate for the unincorporated area; Revised county contracts for operation of the rural container site system to increase operating efficiency and reduce cost; Worked with the Humboldt Waste Management Authority (HWMA) to assist in the transition from a private to public waste management enterprise system; Performed research, calculation and rate review for Humboldt County franchise contracts, as well as the HWMA planning and budgeting process; Assisted in the development and construction of numerous public solid waste facilities, including management of the public input and CEQA review process. |
