or cure the corruption within the BLM, and especially the corrupted Montana BLM, and did not correct the Indian Trust crime...
never having met a greedy resource extraction industry that she did not love, Gale Norton departs...
as Republicans begin leaving the Bush administration like rats bailing off a sinking ship,
I say Thank God and Greyhound she's gone!, goodbye and good riddance!
The American public and good civil servants deserve better than these token "leaders"

Interior denied my FOIA request for a copy of IM 98-94, so I appealed in Jan 2005
Finally got a response to that appeal Mar 2006...Interior claims a FOIA exemption
because Internet web responsibilities are "internal" and not "affecting members of the public".
Intranet (internal), Internet (public)...just another example of our "secret" government
Civil servants (?) like Darrell Strayhorn, FOIA Appeals Officer, do their part to destroy
what this country and its government were meant to be..."government for the people"...

Net Neutrality Amendment Shot Down
Telecommunications giants scored a victory over Net Neutrality advocates in the U.S. legislature
yesterday as the proposed "Markey Amendment," a provision to prevent Internet providers from
creating access chokepoints was voted down in the House of Representatives.

This is interesting...seems in 2005 there was a bomb threat against the MCFO...
what's interesting is the number of people that (esp. in the MCFO) did not even know it happened!
BTW, the MC Star never ran an article on the incident and neither did the Billings Gazette...
the Star even replied that they don't print bomb threat news!!...

July flew by...some good fishing, friends visiting, pre-season scouting (elk)...

Some big news - 9th Circuit Court of Appeals ignored my en banc appeal (declined to review)
effectively the court is saying that the Constitution (&Right to a Jury Trial) doesn't exist...
I'm not done though, as you can tell ;>)...

Seems a member of the public was called with survey questions regarding a GME of MT..MC, SO,
LDO, and BDO...in June. There's a rumor going around that McIlnay is being reassigned to NIFC!
...the "Black Hole of Incompetence". Where he'll be in good company with Murphy and Seidlitz.
It appears that the GME may be what's needed to give someone the opportunity to clean house.
(A GME is called to look into a unit that needs close oversight)
And there's increasing criticism of the fire managers in E. MT.
Burns got into it with some at the AP in Billings, and there was a good front page article in the
Miles City Star....a rancher with years of experience with observations about BLM fire management.

MSO...a cop in Billings resigned rather than be fired because of accusations of
excessive force against folks he busted. The name is familliar....Randy Minkoff.
Husband of (EEO) Sara Romero-Minkoff. Newspaper reports paint R. as quick on the trigger,
quick to hit or kick and some say in general just plain rude.
Looks like Billings ($$$$$) settled a few claims against the city from his antics.
Its certain Sara is outraged at the treatment her husband got.
But she has worked hard to unethically punish BLM employees whose only transgression was to piss off mgmt,
or threaten to expose their underhanded antics. Could it be Karma?
Sara has even admitted that some of her actions came from the pressure Janet Singer put on her.
Even apologizing to employees for the way they were treated - explaining it had to do w/her (Sara) "following orders".

Serious stuff out of MCFO...
There apparently was a fairly serious accident (late June/early July) involving a BLM summer temp and a four-wheeler ATV.
The summer temp was a woman who suffered broken bones, a back injury, and numerous stitches.
This happened down around Decker, or Sheridan, WY, and the crews were involved in surveying related to O&G.
(And there could be a procurement irregularity associated with the rental of the ATVs.)
Seems to be a safety investigation going on...
The summer temps did not have the required training on ATV use, and were not issued helmets, as required.
Also, the temps were told to perform grouse surveys in the evenings after their regular work was completed.
All of the direction...no helmets...insufficient training...extra hours of work
performing duties not assigned or paid for...was given by Dale Tribby.
I heard he's laying low, and treating all of his subordinates with a refreshing burst of humanity...
at least while the investigation goes on.
Will the investigation report be a whitewash?...or will BLM roast Tribby? (I'm guessing whitewash ;>)
To see him burned would be justice...since he's done the same to others, that is dissed them in investigations. Sic semper tyrannis!

An American Moment: American Minute with Bill Federer - June 9
Withholding taxes from people's paychecks began this day, June 9, 1943.
Congress passed it as an emergency measure to get money to fight Hitler. The idea came from Beardsley Ruml,
treasurer of Macy's and chairman of New York's Federal Reserve Bank.
He called it the "pay-as-you-go" tax.
So much money came in with so few complaints that it was continued after the war.
President John F. Kennedy, April 20, 1961, stated to Congress:
"Introduced during the war when the income tax was extended to millions of new taxpayers,
the wage-withholding system has been one of the most important and successful advances in our tax system in recent times.
Initial difficulties were quickly overcome, and the new system helped the taxpayer no less than the tax collector."
But Americans weren't always taxed so much.
In a Veto Message to Congress, May 27, 1830, President Andrew Jackson stated:
"Through the favor of an overruling and indulgent Providence our country is blessed with general
prosperity and our citizens exempted from the pressure of taxation,
which other less favored portions of the human family are obliged to bear."

Have been busy with archery elk season...nice big bull at less than 10yds
but no (good) shot...had to let him walk, ouch!

Re: the GME...the fact that McIlnay got bounced almost immediately means a lot.
I heard the FMO, Overcast, got the ax too... (I only have the July 8th TO)
It seems he is/was highly disliked.
But the true problem children are at MSO (Friez, Stoebe, Lemm, etc.), with a smattering of throne-sniffers here and there.(Mitchell, Tribby, etc.)
With that in mind, I'm going to keep open the possibility of McIlnay being a scapegoat.

Re: the ATV accident...the reply to my FOIA request for info states that...
"disciplinary action is being pursued with the employee for not wearing proper protective equipment
and with management (Tribby?) for not providing proper training."
*The ATV accident occurred on June 26, 2006, 13 miles east of Decker MT

Since the 9th Circuit bailed on me...a backlog of pro se cases seems to have 'em dumping cases...

I contacted Senator Conrad Burns starting back in 1999 and have continually provided insider information
since on corruption within the Department of the Interior's Bureau of Land Management organization in
Montana...such as prohibited personnel practices,pre-selection for job positions, selection of non-qualified applicants
for job positions, rewards of temp appointments to circumvent competition requirements for positions,
diversions of congressionally mandated program funds, flawed EIS plans for oil & gas projects, ethics violations,
discriminatory practices in hiring (race & gender),and a personnel practice of age discrimination against
older (over 40 male) employees with the use of the "directed reassignment".

Senator Burns only effort in this matter was to ask an outgoing (democrat appointed) Sec of the Interior what
he would do to fix the management problems in Montana(Babbitt),circa 2001.

The problems continued and Burns never asked Interior Sec. Gale Norton (republican appointed) to cleanup
Interior/BLM and Montana's Bureau of Land Management office.

As expected the Supreme Court failed to review the Appeals Court decision (WoC)...
which means the next project will be a book...look for it in 2007!
