If it wasn't for folks like former BLM DSD Janet Singer, you probably wouldn't be here...

Montana Dakotas BLM house in order, revealing bits of insider information

Some thoughts on the selection for new DSD Resources...
Lemm is one of the Lonnie/Singer "in crowd" and, in fact, was essentially Lonnie's
right hand man, and heir apparent.
Lemm is the man who Lonnie would have picked if Lonnie was state director.
I wouldn't be surprised to learn that Lonnie had something to do with this selection,
it will ensure that he, Lonnie, has some say in MT, as long as Lemm is here
The culture of corruption in the Montana BLM continues, and won't change
unless there's a thorough purge of the mid-level managers and supervisors
who were entrenched by guys like Hamilton,Lonnie, and Singer.
People such as Robin Stoebe, Howard Lemm, Wong, Friez...
But we've had some small victories, too, like with stopping the pre-selection of Diane Friez
And putting out the word far and wide on low-life's like Gavin Frost
As long as the corruption continues, we will continue the battle...

Court Rules to Allow Ban on Public Access to Trail (Public Lands - WY)

According to the website of the the International Campaign to Ban Landmines,
an estimated 15,000 to 20,000 people a year are maimed or killed annually by these
lethal weapons left in the ground after wars. Between 1969-92 the U.S. exported over 4.4 million
anti-personnel mines to a dozen countries, mostly in the Mideast and Asia.
The UN's Children's Fund estimates that 30-40% of mine victims are children under 15,
who often trip over mines planted in long-ago wars, or pick them up thinking they are toys.
In 1999, a Landmine Treaty went into effect requiring participant nations to permanently
discontinue use, production, stockpile and transfer of landmines.
The treaty was signed by nearly 3/4ths of the world's nations, but the United States
has thus far refused to sign.

"I am fighting for two of these nominees, Janice Rogers Brown and Carolyn Kuhl,
both having been selected for the Ninth Circuit. This Circuit has demonstrated time
and again that their district is too large, too populated, and too diverse
to accurately represent the people who live within it.
I also believe the decisions of the Ninth Circuit to be out of touch
with the attitudes and beliefs of the people of Montana...", Senator Conrad Burns...
At least we now know what old Conrad really thinks ;>)

RE: Medicare bill in the news...
Newt Gingrich, the former House Republican leader, said in 1995
that he wanted to let Medicare to "wither on the vine."
This change would lead to that result, with cost incentives driving
people out. (Not coincidentally, AARP CEO William Novelli recently
wrote the forward to Gingrich's book.
...arguments for this Medicare bill have been..."we won't be able
to address this issue again for years", "it's a good start...", etc.
Like Congress doesn't meet every year???
If it smells like horse-flop, looks like horse-flop,
and fell from a horse's ass, it probably is horse-flop!

The BLM LE Raid (coverup) - still a coverup - but at least one TV station has done a FOIA Request...
From the Office of Law Enforcement and Security Weekly Activity Report of Sept. 23:
Billings, MT Stolen Government Property
On September 12, 2003, BLM Agents, Rangers, OIG Agents, and other officers served
a search warrant at the home of a BLM employee.
Results of the search warrant included thousands of dollars of stolen government equipment
and supplies. Investigation is ongoing.

With a history of discrimination based on age & sex (discrimination against males over 40)
and a stated intent to practice discrimination in hiring (gender and race preferences)
my thought is that Gavin is telling 'em how to CYA and get away with it!

Billings Bureau of Land Management Grazing Regulations Meeting
The BLM will soon be holding five forums for public comment on the release of the draft
environmental impact statement for the proposed changes to their grazing regulations,
one of which will take place in Billings. On Monday, February 2, from 6 to 10pm at the
Holiday Inn Grand on Midland Road, the people of Montana will have their opportunity to
voice their requests and concerns to a panel of BLM members.
If you cannot make the meeting and would still like to submit your comments,
you can either use the industry prepared comments with space for your personal remarks
(available at: http://hill.beef.org/sacco.asp), or you can mail your comments to:

Re: Matt Millenbachs run for a Montana representative seat:
Matt does have ethics, but he's also quite naive, and he was a disappointment as SD.
Lonnie simply ignored many of Millenbach's directives, and did as he pleased.
So did Murphy. Millenbach knew about the "crew" there, but either didn't want to do anything
about it, or couldn't. But he deserves credit for reorganizing Singer's shop, and pulling her fangs.
Fact is, he could have done more. During his tenure as BLM SD, the SMT pulled the wool over his eyes.
The SMT is still there and even with the new SD and ASD,
the SMT will continue to be the real power (and corruption) in the Montana BLM!

Some thoughts on the BLM employee facing charges from the "raid"...
If guilty he should face consequences, but look at what others get away with...
misappropriation of funds, like range improvement money for almost anything
a state director or field office manager wants, even if it's against the law
or weeds money to buy a laptop and projector ($11,000)...
and how about the mismanagement of BLM personnel?
Then there's the bogus NEPA that's done to satisfy a foregone decision.
The focus is always on the little guy, and sacrifices must be made

Drilling the RMF...
The Bureau of Land Management has held public informational meetings in Choteau,
Great Falls and Missoula. According to BLM Field Manager Dave Mari, more than 12,000
comments have been e-mailed to the agency.
Two more meetings are scheduled. The first will be at 6 p.m. May 17 in Helena at
the Carroll College Campus Center Sienna/Ross/Rice Room;
the second will be at 6 p.m May 20 in Browning in the Blackfeet Community College Commons.
For those unable to attend a meeting, written comments may be sent by June 1 to:

Ninth Circuit Court
This week, a district court judge in California ruled that the Partial Birth Abortion Ban
signed into law by President Bush earlier this year was unconstitutional.
This recent decision highlights yet another way that the views of those in San Francisco
are out of step with those held by many Montanans.
The government is sure to appeal this ruling, which means this case will face consideration
by the Ninth Circuit Court of Appeals. Recent rulings by this particular Court,
whose decisions are binding on our state, have demonstrated just how far San Francisco
is from Montana.
To address the growing disconnect between the rulings of the Ninth Circuit and the perspective
of Montanans, I recently cosponsored legislation to split up the Ninth Circuit in order
to better reflect the views of the people these courts represent.
Under S. 2278, two new circuit courts would be created. Montana would be a member of the
Twelfth Circuit, along with Arizona, Nevada and Idaho.
This legislation will break up the largest appeals court in the country, both in terms of
geographic size as well as caseload. Montana would no longer be bound by decisions made
in San Francisco, and I am pleased to support this legislation to bring a little common sense
back to the rulings that affect Montana. Senator Conrad Burns

PILT Funds Released To Montana (Conrad Burns) Coming from a total of more than $224.3 million nationwide, Montana is set to receive
$16,681,936 from the Department of Interior and the Bureau of Land Management’s (BLM)
Payment in Lieu of Taxes (PILT) program. The PILT program provides repayment to counties
for tax revenues lost, based on the amount of tax-exempt federal lands within their borders.
These funds will help our state to improve our community services and infrastructure,
so it comes as great news to all of our firefighting and law enforcement programs,
roads, water and wastewater facilities, and many other vital state services.
I’ve worked hard in my position as Chairman of the Interior Appropriations Subcommittee,
which funds the Department of Interior and the Bureau of Land Management, to see this
money make it through the appropriations process, and am glad to know that Montana’s
counties will be able to improve those systems that individually need it the most.
Even more, through Secretary Norton’s use of the accelerated payment program,
we’ll now be getting these funds early enough to help our counties build next year’s budget.

A federal appeals court has ruled that the vice president of an ISP can't be charged
with violating federal wiretapping laws for snooping on e-mail sent to his customers.
Under current law, e-mail users shouldn't expect privacy, and current law doesn't distinguish
between an e-mail service provided by an employer or an ISP.
The U.S. Court of Appeals for the First Circuit's decision Tuesday affirms a district court
ruling dismissing a criminal wiretap charge against Bradford Councilman, who was vice president of Interloc,
a rare book listing service, in 1998.
"Everybody knows that when you use an e-mail service provider from an employer,
a school or an ISP, that they have access to your e-mail and don't need your permission"...

Looks like another appeal to the Ninth Circuit coming up...
For 3 Years Anderson and Shanstrom in Billings Federal Court have been doing their best to see the civil case never gets to a Jury
Who do you suppose these guys hang with at parties and the country club - Gavin Frost and some BLM folks we know?
*The Federal Court in Helena does not appear to be as corrupt as the one in Billings, could be the distance from the BLM State Office
is a good thing...

The Fed District Court in Billings wants to grant summary judgment for the Defendant...
the "logic" for their decision goes like this...given the choice between horse sh** and a gourmet cheesecake,
we like the Defendant's horse sh** because it came wrapped in a better package,
and we are only concerned about the package...I'm serious!, it can't be summed up any better
and the Court sounds totally insane!

We hear Julie Kale has been promised a position by Howard Lemm after her WO detail ends,
even though the position doesn't currently exist...
Some think it's a power play - Joyce Norris asked for a months leave during eoy budget
and was denied by the DSD SS, went to the SD and got (3) weeks leave...
Inquiring minds want to know - why so much turnover in procurement/contracting?
there is a history of controversy in this area at MSO...
Did she really say that? "No one would donate leave to someone like you...", J Norris to
Jan Jensen, who we hear received a lot of donated SL
The rumor still persists that Dottie Green is feeding me inside info,
never has, but might if I asked her ;>)
About the Diane Friez/Tom Lonnie "connection" - from what I hear the connection
sounds like a physical one, if you know what I mean...what a couple,
Tom hoping for a SD job somewhere and Diane plotting for the MT DSD SS job,
there are stories of "wife-swapping" and shoplifting/divorce/reluctance to pay child support
and private liasons involving these two, wish I could tell you all I've heard folks...

The MC Star ran an article on the meeting, the public participants almost universally stated it was a waste of their time to attend!
McIlnay's LTE comments thus seem very naive...Dave - it's not looking good for that SD position after all, and you remind folks of the T Murphy mgmt style (bombast and BS)

Peter Babin (CEO), Chuck Butler (Gov Martz's Communications Director) are names you should remember...
as the nonprofit BCBS's move to convert to for profit, they build up huge reserves of cash
from the premiums you pay, this in turn changes CEO salaries from $500K to $15 to $19 million for example
you are in effect paying for the "perfect crime"; corp profits increase, executives salaries increase
and public health care services decrease as BCBS reduces it's physician and hospital reimbursements

Looks like the fee demo program got a back door (appropriations bill) entry into law
...just call it Republican privatization of your public lands...

Excerpt from a recent email reply from Congressman Denny Rehberg... I am committed to ensuring the solvency of our Social Security system,
and am an original cosponsor of the Social Security and Medicare Lock-Box Act,
which passed the House in the 107th Congress.
The bill will prevent the surpluses of the Social Security and Medicare hospital
insurance trust funds from being used for any purpose other than providing retirement
and health security. The Lock-Box Act also requires that such surpluses be used to pay down
the national debt until such time as Medicare and Social Security reform legislation is enacted.
...seems a rather contradictory statement, no?
