In your letter dated March 13, 2006 you claim FOIA exemption in Appeal No. 2005-067.

I want to personally Thank You! for your response and Award you the 1st Civil Dis-Service Award for 2006. You and others like you are helping to lower the standards and to lower the bar of performance that define the Civil Servant.

Your work to keep secret the details of IM 98-94 is an impressive effort to keep the details of government from the people it (supposedly) serves. Your effort will help to ensure that "government of the people, by the people, for the people" shall surely perish from this earth (or at least this America).

Though a request for IM 98-94 may seem a small and unimportant thing, your FOIA denial of this document is an example of the chipping away of the foundations of our Democracy. A Democracy which can only exist with a government that is open to the public it serves.

File this away and consider how little effort would be expended to serve the public as versus how much effort you have expended to dis-service the public.
